The symbols of three Divines are shown here. Zenithar, the god of commerce. Stendarr, the god of mercy. And Akatosh , the Dragon god of time. They should be read bottom to top, with Akatosh as the foundation and the most important.
Looking at the iconography, I would say the work is Breton in origin. Their pantheon venerates all three Divines. This may have hung in the shrine or cloister of a small mansion to honor several deities at once, thereby covering all bets.
Typical Breton religious handiwork. Three gods crowding one panel. They have too many of them, you know. Mind you, my people recognize this lot as divine beings, but Mauloch is the only one worth worshiping.
